No, looks like Delve did not change anything.
Let us confirm that you have completed the following steps:
1) create a SharePoint List that will contain the users' emails, something like this:
2) check the internal name of the column containing emails. To do this, press List Settings:
> choose the column name and click it
> copy the internal name from the address bar (starts after Field=):
3) insert a Page Builder element of your choice into the page and after connecting, this is how the link should look like:
https://tenantname.sharepoint.com/_layouts/15/me.aspx/?p=#internalcolumnname&v=work
in my example, it will be:
https://mycompany.sharepoint.com/_layouts/15/me.aspx/?p=#a5oc&v=work
*There might probably be a problem with the link we provided in our initial tutorial, which is tenantname-my.sharepoint.com. Please do not use "-my" in the link.

So how would one build a deep link like this using the "People" Column using JSON formatting ?... as it can pull more information from Azure AZ

You have a SharePoint list or user group, and you want to use any of ShortPoint elements to connect with this data, present users in any design, but you want the link to take users to Delve profile page:
First, the list should have the user email as a column or property.
Then the link should be like this
https://tenantname-my.sharepoint.com/_layouts/15/me.aspx/?p=email@company.com&v=work
When you are connecting to a list, and the column name is for example Email, then you should add the column placeholder like this
https://tenantname-my.sharepoint.com/_layouts/15/me.aspx/?p=#Email&v=work
