Preserve bottom alignment after spacing added inbetween elements?

1.  Bottom alignment looks good.

2. Both elements shown on top of each other, panel photo op and panel events.

3. Top panel has 35%, bottom has 55% = 90%

4. Now space inserted in between panels

5.  Result, bottom alignment is off.  Short term solution is to remove space.

6.  Is there another way of creating this requirement while maintaining bottom alignment?
