Migrating ShortPoint designs is basically migrating SharePoint pages. That's all!
The only thing you need to know, the destination site should have ShortPoint installed if you want to see your designs working there. But it is not required at all to proceed with the migration.
Moreover, uninstalling ShortPoint completely from your tenant or farm, will not remove ShortPoint content from your pages. You will not see the designs working, but the shortcodes will stay in the page content.
